Due to low power state, Tempest has set some sensors completely offline and with the rest of the sensors, sampling happens with 5 minutes interval only. This is why Tempest is currently not able to register rain and wind gusting.
Station Master hooked old Vantage Pro rain bucked back online and restored rain data collected by it from days Tempest has been offline. With gusts, there is now a logic preventing from registering gusts with same value as normal wind. That is why you see Gusts gauge being offline.
Let’s just hope some sunlight–otherwise it will be likely that Tempest completely drains its battery in the near future. We’ll see.
